Noise Still Vexes Chip Plant Neighbors
It's been compared to an idling diesel engine, a commercial-grade air conditioner, a high-pitched whine underscored by a low-pitched trumpeting sound. The Noise coming from GlobalFoundries at the Luther Forest Technology Campus has lowered the quality of life for a small but outspoken group of Stillwater and Malta residents.
Many complaints were reported by people living in Luther Forest neighborhood in June. Not only that, neighborhood from Saratoga Glen in Stillwater said that they heard a constant noise that was especially hard to take at night when all other sounds faded and The Noise disturbed their sleep .
Last September, the said company promised to the people who are being diturbed by the noise that they will adress the problem, which they really did. But it didn't work. The Noise is still there.
Judie Van Avery of Meadow Rue stocked her house with peaceful sounds - bubblers, home air conditioning, recordings of ocean waves, white noise machines. There are still nights she sleeps on a makeshift bed inside a closet in the middle of the house to get away from The Noise, and still lies awake. In April, before The Noise started, the Van Averys started to upgrade their kitchen. They planned to stay in the home they have lived in for 20 years. Now, they want to sell it.
The Noise is caused by continuous power system (CPS) units installed so the chip fab will have uninterrupted electricity in the event of a power outage. The machines, housed in a metal building separate from the computer chip manufacturing building itself, are large weighted flywheels that spin constantly so if the power goes off, centrifugal force keeps the flywheels moving and supplying power until the factory's generators turn on. Due to the sensitive nature of the tools used in the chip fab, the power can never be interrupted. The sound that comes out cannot be heard at the entrance to the GlobalFoundries, but it is pointed at Featherfoil Way and Meadow Rue. Sound that escapes the ventilations stacks on top of the building reaches the neighbors in Stillwater.
Company spokesman Mike Russo addressed a crowd of about 25 people at a meeting of Malta's Community Response Board. The baffles attached to the building that houses the CPS units brought The Noise down 14 decibels, Russo said. But further study showed sound coming out of the top of the building is reflecting off the steel wall of the chip fab and continues to torment the neighbors. A new plan approved Tuesday by the company calls for a muffling system on the roof. It will take two months to install, weather permitting.
The representative of the company named Russo, listened to the complaints of the people for an hour and a half from the neighbors, who were civil but clearly frustrated. Kelly O'Rourke of Featherfoil Way said she anxiously awaited a solution to the noise pollution after seven months of The Noise, only to find it didn't work.
